As far as the preseason ACC rankings were concerned, all of the new faces and transfers that have come to play ball in The Flats this fall was still not enough to sway voters in the poll.
Georgia Tech is ranked 13th in the ACC preseason poll receiving 195 votes. The rankings looked like this after voting:

Georgia Tech fans are used to seeing their sports teams get slighted in preseason polls this year when it comes to ACC Media Day.
The Yellow Jackets football team was picked to finish fifth in the Coastal Division going into this football season and they are currently in first place.
The Yellow Jackets have a lot of new faces and there is some question as to how fast they are going to be able to mesh together. Georgia Tech has a team that is good enough to finish ahead of Wake Forest, Clemson and Miami potentially.
The basketball court will ultimately decide if this poll is accurate.
